The project aims to improve the access of urban residents to urban infrastructure services with long-term credit facilities to local governments and enterprises through financing vehicle and evolving the role of RDA as municipal credit facility. The main objectives of the study are to assess the project implementation status and identify issues for the appropriateness of the project. It also includes identifying lessons learned and suggesting recommendations for the effective functioning of the local government in terms of financing needs and their accessibility for it.

•  Evaluate project design and implementation performance, outputs , impacts , including analysing loan convenants to examine if these are fulfilled and follow up actions by the government.

•  Evaluation of the Project Performance using ADB's key evaluation criteria, consistency with the governments development , degree of participation , relevance of design.

•  Analysis of the projects impact on Government policies In RDA evolving as a municipal facility , EA's management system the EA's staff capacity to accept the need for local autonomy and suggest financing options.

•  Identification of local governments capacity to prepare and implement viable sub projects. Also analyze other development impacts not elsewere considered.

•  Assessing the impact of the project on the poor users of water supply and other basic infrastructure services.
