Clarified the GoI's latest policy and strategies for ensuring effective and responsive government;
Defined, in conjunction with GoI, the boundaries of the project, including the extent to which the proposed outputs and activities will have a positive impact, directly or indirectly, on the lives of the poor and vulnerable groups;
Reviewed and assessed the potential for strategic linkages with state level reform programmes activities, particularly in DFID's four partner states, and identify their nature and scope;
Explored opportunities to involve and include other key GoI actors in the proposed project, to help strengthen the enabling environment for pro-poor policies and services including mainstreaming gender issues;
Reviewed and assessed GoI reform priorities including proposals already received;
Considered how best to incorporate the longstanding, DFID supported Poverty Reduction in a Market Economy training programme within the overall project design, and proposed changes to the programme as required;
Developed options and recommend efficient and cost effective management arrangements for the proposed project. This included defining the roles and relationship of the key project actors and designing appropriate impact monitoring mechanisms; and identify main risks that could undermine the success of the proposed project. |
