| ABOUT THE PROJECT |
The objective of the project is to initiate urban reforms and strengthen basic urban infrastructure services in selected cities (Bhopal, Indore, Gwalior, Jabalpur, Ujjain & Ratlam) of Madhya Pradesh, to ensure sustainablity. The Project aims to integrate the urban poor with the overall development process. Its objectives include preparation of policy and legislative reforms to manage public services and improve governance by predictability, participation, transparency and accountability in the delivery of services. The project also includes developing benchmarks for the development and delivery of basic urban services in these cities with an aim of having result and performance oriented systems. |
| SERVICES |
Described, mapped and quantified the condition of basic amenities and urban services, highlighting needs and deficiencies including the sub sectors of water supply, sanitation, drainage, solid waste management, roads, and environmental condition.
The component of Property Tax Enhancement included "Rationalisation of Tax Rates; Improved Property Tax Management; Improvement in Self Assessment procedures; Preparation of GIS Basemaps (Landuse and Utility Mapping); Computerisation of Property Tax Records; Training of Tax Inspectors; Collection of Property Tax Arrears and Public awareness campaign".
The Component of Solid Waste Management included "Survey of SWM services highlighting needs and deficiencies, integrated upgrading of SWM, identification of SWM investment components; assessment of models for ULB private sector participation in SWM and preparation of operational and management plan".
The component of Public Participation included "Consultation with all stakeholders from commerce and industry, NGOs, CBOs, vulnerable and high risk groups; conducting the demand surveys; assessing capacity and willingness to pay; and suggesting alternative technical options and means of service delivery". |
