Bond banks and other pooled financing programmes are operated by public authorities created by national or state governments to serve as a conduit between local governments and long-term institutional investors. The project involves detailed feasibility analysis of urban policies and legislation of various state and local governments and to suggest the changes required to bring in the PFDF. The project also studies in details debt analysis and identifies debt-structuring mechanisms that may be utilised in the country.
