| ABOUT THE PROJECT |
USAID FIRE (D) project has supported Indian cities in the areas of Water Supply, Sanitation and Solid Waste Management with project development, financing, resource mobilisation, decentralisation and capacity building. The current assignment involves an assessment of the USAID FIRE (D) project in terms of its broad achievements and benchmarks likely to be achieved taking into account the work-plan for the period up to September 2003. It includes evaluation of the successful programmes, lessons learnt and broad strategy for future programmes of the USAID in India.

It included the assessment and review of other bilateral (e.g. DFID, GTZ, AUSAID etc.) and multilateral (e.g. World Bank, ADB etc.) donors, their on-going programs and their likely impact on achievements of urban sector reforms in India, specifically urban water sanitation service delivery and municipal finance. Based on the analysis, identification of potential gaps in technical and financial assistance and the need for continued support for the urban sector reforms agenda in India will be made. It also included providing design inputs for identifying opportunities for USAID for program interventions during the period 2003-2007.
