Bond banks and other pooled financing programmes are operated by public authorities created by national or state governments to serve as a conduit between local governments and long-term institutional investors. The project involves detailed feasibility analysis of urban policies and legislation of various state and local governments and to suggest the changes required to bring in the PFDF. The projects also entailed a detailed study and analysis of the debt -portfolio and analysis and identifies debt-structuring mechanisms that may be utilised in the country.

•  Analysed the capacity of the respective organisations to float the bonds and undertook Initial appraisal of project to ensure commercial viability (market off-take);

•  Enumerated all the endogenous and exogenous risk factors inherent in the projects;

•  Identified all the stakeholders to this project, and identified their perception about the project. Based on this discussion, a stakeholder-analysis was also undertaken;

•  Based on the preliminary feasibility studies, undertook project structuring (structuring of the bond issue) and project development;

•  Suggested credit enhancement and other mechanism to ensure a better rating;
