The objective of the Project is to improve capacity of LAs for provision of sustained basic services. This is likely to improve 'quality of life' of the poor, reduce income poverty as well as increase productive capacity of the urban poor through improved basic health, access for markets as well as inclusive decision-making process , thus benefiting the local economy.

•  Revision of Strategies and Studies related to governance, planning and effective delivery of urban services

•  Identifying outstanding pieces of legal and policy framework and developing a questionnaire on decentralization and service delivery.

•  Reviewing of macro-economic and sector conditions.

•  Developing capacity building strategies along with institutional strengthening policy for effective management.

•  Identification of deficiencies in local infrastructure and cost for provision of services.

•  To prepare and implement a policy matrix for social infrastructure required.
