PROJECT Mobilizing Poor for Improving Services as part of Delhi's UWSS Reform Strategy
ABOUT THE PROJECT

WSP has the mandate and funding for a structured program to identify, develop and institutionalize potential best practices for the delivery of WSS services to the poor. WSP proposes to initiate this process by carrying out a detailed assessment of existing policies, regulatory and legal frameworks, and administrative mechanisms used by DJB to target and serve urban poor /underserved populations in Delhi. The project looks at assisting and supporting the WSP to implement the community-level pilot projects with community mobilization, organization and capacity building for better demand articulation; building and strengthening two-way information flows between communities and policymakers/service providers; supporting active partnerships in specific elements of service delivery (for e.g., planning & design, O&M, community contracting for infrastructure development, collection systems and M&E); and development of alternative financing arrangements for new infrastructure/connections, etc. CURE will closely partner with local NGOs active in the selected communities to implement these projects

TIME PERIOD 15 months (total for all three projects)
SERVICES

•  A Community Preparedness report of the rapid appraisal by settlements with mode and level of WSS in the areas with key priorities and problems (including organizational capabilities) highlighted

•  Review report of existing macro and micro level data from secondary sources for Delhi on WSS

•  A set of minimum WSS service standards for the poor

•  An NGO Capability Analysis report with functions, brief history and description of projects initiated

•  Zone-level task-teams of NGOs with agreement on some community action ideas and capacity building requirements

•  A CBIS on the DJB GIS with settlement boundaries and resource maps hyper-linked and excel based summary data sheets with DJB capacity to fully use this tool

•  An Output indicator matrix to make a comparative analysis of settlements for pilot selection; and Inputs for the Policy framework for service delivery to the poor.
