PROJECT Palestine Civil Service and Administrative Reform
ABOUT THE PROJECT

The Palestinian Authority has recently launched a programme of reforms in key institutional areas with support from Department of International Development and World Bank. IPE is advising the Palestinian Authority on appropriate civil service reform policies and measures, with reference to lessons from international experience and principles of good practice, and supporting various PA civil service reform initiatives. IPE is also assisting the PA in developing an effective strategy for ministerial restructuring that addresses ministry specific organizational issues as well as interfaces with other ministries and related areas of state functioning.

SERVICES

•  Develop, in cooperation with resident programme directors, an agreed institutional framework for development sector institutions (e.g. planning, Public Works and Housing, Transportation, Local Government, Natural resources and Energy)

•  Conduct a high-level analysis of functions presently performed by the afore-mentioned Development Sector institutions

•  Benchmark these functions against international best practices and describe the optimal organization of services and functions, including whether functions should be placed at "arms length" from government or performed by NGOs and other type of institutions;

•  Review the allocation of financial and and HRM responsibilities

•  Review and comment upon the suitability of accountability and governance arrangements;

•  Participate in project planning/logical framework workshops as required;

•  Produce an end-of-trip report and report verbally on the findings from the visit to resident Programme Directors and other management personnel as appropriate
