Reviewed and analysed the overall policy and strategy for PSE reforms proposed by the GoWB, including specific issues such as:
Criteria for categorisation of PSEs into units for closure, disinvestment and restructuring,
Technical viability of the approach to PSU restructuring, plans for dealing with regulatory and competition issues where necessary;
Appropriateness of divestment procedures in terms of transparency and sale price realisation objectives;
Terms of ERS, taking into account adequacy of benefits (both ex- gratia payments and statutory liabilities) and value for money considerations and comparing with similar schemes in other states and at GoI level;
Design of the Social Safety Net programme; effectiveness and efficiency of institutional arrangements for decision-making
Assessed and analysed GOWB's request for Phase I restructuring with respect to all the important aspects such as its technical soundness, economic feasibility and equity considerations, institutional mechanisms, institutional capacity;
Advised whether there is a need for technical assistance in other areas such as divestment policy/procedures or assistance with specific transactions (restructuring, valuations, environmental audits, tendering etc.)
Undertake a risk analysis and a social impact analysis of DFID support on PSE reforms to GOWB
Keeping in view the existing experience (national and international) of PSE reforms and the local context, specified key issues and options and recommended broad areas (components) of support, time bound phased programme of action and an estimate of resource requirements.
Designed a detailed plan of action with activities, responsibilities, institutional arrangements, estimate of cost & resource requirements, time phasing and expected fiscal & economic impact on the state finances through the reforms |
