An integrated Financial and Economic Plan (IFEP) has been developed for the Health Sector of the state. The plan has been made available on the GoWB website as well. The IFEP draws out the broader strategy for financial sustainability of the health sector, taking account of government spending and international funding support;
Reviewed recent trends in budget spend on health and family welfare services with special reference to sector (primary, secondary, tertiary) allocation, and composition (pay, drugs, and non-pay) of expenditure;
Developed health planning and management and organisational systems (including MIS). This would ensure equitable access to quality services (the priority areas include maternal and paediatric care & referral systems) at the appropriate level (including attention to capacity building, human resource development, accountability, staffing & equipment at the peripheral health units, and waste management) and specifically the poor and vulnerable members of the community;
Reviewed the role and involvement of PRIs in health care delivery to increase the access of the rural poor to health services; key requirements and steps leading to effective involvement of PRI's in primary health and care delivery;
Assisted the strategic planning cell of West Bengal in developing partnership with the Private Sector & civil societies, NGOs, CBOs;
Assisted the Strategic Planning Cell (SPC) in organising activities such as stakeholder meetings, studies, exposure visits, working groups, seminars, consultations, dissemination and others identified by Director of Strategic Planning as being required to complete the development of the Strategic Framework;
Undertook training and capacity building of the SPC to develop and implement sector and more focussed health plans. |
