Pilot Project on Segregation of Household Waste

The Municipal Corporation of Delhi (MCD) with support from JICA initiated a 'Pilot Project for Household Segregation of Solid Waste' in New Delhi in three localities with different socio-economic and physical characteristics were identified, including Jahangir Puri, Krishan Kunj, Lakhsmi Nagar and Vasant Kunj. The 4-month project envisaged conducting household waste segregation and collection (on pilot basis), collecting and collating experimental data to record waste segregation characteristics, identifying problems that could come up during implementation, verifying feasibility of replication of waste collection and segregation at city level, and building capacity of MCD officials/staff to handover the project.

Project planning and structuring was done through techniques such as PERT, CPM and Process Decision Program Charts (PDPC). Stakeholders were identified and community mobilization done which included door-to-door campaigning, distributing brochures and pamphlets, street plays, and holding meetings with the stakeholders. Materials and instruments such as bins, bags for HH collection, handcarts, and dumpers etc. were procured and distributed. Waste collected from households was recorded on a daily basis. The segregated waste was transferred in a cycle rickshaw /handcart to an Intermediate Transfer Station (ITS) for re- segregation, temporary storage and hauling of waste into MCD trucks. The recyclables collected were given to rag pickers/ workers in order not to deviate from the system.

The project was unique in the way it integrated existing waste management systems within the project. Innovative tailor-made approaches adopted at each site under the umbrella of same general approach, which included remodeling existing tools and equipment to facilitate use by existing workers. Work standards developed and adopted at each site for sanitary workers (for both MCD as well as private workers).
