Agra Nagar Nigam is implementing the Agra Municipal Reform project under the Yamuna Action Plan. Agra has been chosen as one of the pilot-testing point of the proposed reforms in the whole state of Uttar Pradesh. The project envisages four components, namely, improving property tax systems, facilitation of public participation, planning activities for Agra Safai Abhiyan, alternate arrangements for collection of garbage and solid waste management, and setting up of a Complaint Redressal System (CRS) for strengthening infrastructure and capability of ANN, development of manual for complaint redressal as well as development and monitoring the complaint redressal process.

•  Reviewed and analysed the policy framework, institutional & legal set up in order to develop an action plan to improve the environment for private sector led growth

•  Suggested suitable financing mechanism, and devise a detailed and comprehensive business plan for investing in private sector development

•  Undertook a census survey for identifying & classifying all the properties that can be brought under tax net

•  Undertook socio-economic surveys & impact assessment of the proposed privatization measures on the social & sub-urban strata of the society
